A: Sorry, not on a student visa (student residence visa does not exist). For an UAE drivers license and to have a car registered in your name a residence visa is required.
If you re over 25 yers old and have a driver's permit since 3 years (requirements to rent a car), get an international driver's permit and rent a car.

A: As Charlie stated above me that since you have entered the United States under the visa waiver program (vwp) you are not able to extend your period of stay nor are you able to change your visa status to a student (F-1) visa.
Now either the college as mis-informed you are you have misunderstood them.
A college and/or university cannot 'promise' to get you an F-1 visa as they have no say in the matter nor do they have any legal right to do so. An F-1 visa is ONLY granted by the consulate at the American Embassy as they have sole juristriction in all visa cases.
Now the only option you have is to return back home to the United Kingdom at the end of your stay in the States and then apply to the college.
Once you have been accepted the college will send you what is known as an I-20 and with that you can then apply for an F-1 visa and to do this you need to visit the website for the American Embassy in London (which I have provided below).
On the website it details all of the application forms, fees, requirements and procedures to obtain the visa.

A: No problem with it. If he has a relatives in Canada, who will take his finansial obligation, if he has a permission to stay in UK, then - no problem for sure.It will take 2-3 days.

A: Actually his nationality matters a lot. German citizens do not need a visa to visit the USA as a tourist (for up to 90 days under the Visa Waiver Program), but Mexican citizens need either a visa or a valid "Border Crossing Card" to enter the USA at all.

A: To realize the travel plans two visa are required; one Schengen visa valid for Spain and Malta and a visa valid for Turkey. It is not that much dependent on how long she has stayed in the United Kingdom on her student visa but on how long her student visa will still be valid after return from her journey to the beforehand named countries to the United Kingdom. Spain will not accept a visa application if she does not have an authorized stay of at least six month in the United Kingdom after the Schengen visa has expired. Turkey will take a visa application if the authorized time of stay in the United Kingdom is less than 6 months; in this case however the decision about a visa is not made at the London Embassy which will take 3 days but will be referred to the relevant Turkish authorities for approval which generally takes minimum 6 to 8 weeks to finalize. A visa issued by Spain will also authorize to visit Malta and 23 other countries but not Turkey.
