The lottery money is spread throughout the school districts in Ohio and for other educational purposes, and all the lottery's earnings do go directly into education. However, this money goes in replacement of government funds, as opposed to being an addition to the funds already given out. The government figures out ahead of time roughly how much money the lottery will raise for education and removes this sum from their own spending on education. So, the schools make the same amount of money, and the government benefits. It's a shady deal, and Ohio isn't the only state to do it, but there isn't a real way that it can be enforced. . .
