Can you? I really want to study a BTEC Introductory diploma for IT as my qualification's that I have are minimal, but the tuition fee's are pretty high for someone like me.

If you are in high school and looking for free classroom based classes, the local community college usually allows high school students to take their classes free of charge. Ask your principal or counselor aobut that.

What is the standard tax for a family of 4 (2+2 kids).
A: Tax is based on your income. In Texas there is no "state" income tax, at least there wasn't when I lived there. You would only pay federal taxes, which are a % of your income and the % goes up with the more money you make. Generally speaking you will pay about 20% federal tax. Federal taxes go to Washington DC - for our federal gov to blow on stupid stuff like a war that we shouldn't be in.
Schools are funded at the local, not federal level. Tax dollars are used to pay for public school, which in Texas most likely comes from property tax. If you own a home, you pay property tax. If you rent a home you don't directly pay the property tax, the landlord does, you supply the funds to the landlord through your rent. Property tax is based on the value of the home. You pay a certain amount per $1000 of assessed value of the property, say $15/1000. So if the home is assessed at $200K you pay $15 x 200 = $3000. Every community will have their own property tax rate, I just used $15/1000 as an example.
So public schools aren't "free", you write a check to someone, just not to the school. The advantage of this system is that everyone, regardless of their status of living can send their kids to school. You pay property tax regardless if you have kids in school or not.

A: One of the obvious pros is that you'd be nearly debt free! Unless of course you live on campus, pay for a mealplan and of course your books.
However, I wonder if the quality of the education would decrease, since the government might not have enough money to support everyone. Maybe one of the things they would have to do would be to increase the admission averages for universities, so that not as many people would get in so they could pay for those people.

A: There is no free education in Europe for people from a non-EU country. My education (Bachelor in Business Economics) is free in Denmark, however that option is only available for EU-residents, sorry.
